Need Moore Leads

I know everyone need more leads, but should I join a list group get people information, email etc, then contact them about GDI, then find other products I Like then email them those also?
I started to use a company to help gather prospects information, then when they join they get to see my GDI banne first! But the only catch they want me to upgrade to contact all my list at once, I working with a small budget what else can I do?
We are growing slow but we are growing!!
