You need traffic to your blog and you need to give your readers a reason to sign up. There are tons of ways to get traffic like SEO, paid advertising, article marketing, etc. To get sign ups, present you self as a knowledgeable authority on something. I have become quite good at SEO lately so I often post on that. Find your own niche and learn everything you can about it.
